As for your secondary applicant's case:
1.ielts min of 4.5 score for each modules
2. evidence of a trade, diploma or higher qualification awarded by an institution in or outside Australia which involved at least two years of full-time study and all instruction was in English
Siguro for number 2, pwede yung makakuha siya ng certificate from college kung naka atleast two full years siya ng study and cert of medium of instruction.. Or pwede din sa highschool and grade school niya kung saan siya nagtapos. good luck..

@raiden14 - eto yung mga requirement to prove the english ability of your spouse:

Proof that confirms a person's ability to communicate in English includes:
- an International English Language Testing System (IELTS) average score of at least 4.5 for the four test components (speaking, reading, listening and writing)
- an Occupational English Test score which is at least equivalent to an IELTS 4.5, and the test was relevant to the nominated occupation
- the applicant's first language is English and they have a current passport from the United Kingdom, United States, Canada, New Zealand or the Republic of Ireland
- a positive assessment by an Adult Migrant English Program service provider in Australia as having functional English
- evidence of a trade, diploma or higher qualification awarded by an institution in or outside Australia which involved at least two years of full-time study and all instruction was in English
- evidence of completion of at least one year of full-time or equivalent study in Australia for a diploma or higher qualification and all instruction was in English.
If I remember it correctly, a few weeks ago meron akong nabasa na at least 5 years of secondary education pero nawala na dyan sa list. I suggest i-provide nyo na lang yung primary and secondary certificate but have your partner review for IELTS para in case na hindi satisfied si CO, your partner is prepared to take the exam.

I'm new here and I've been going through the threads here that I feel are important. May gusto lang sana akong linawin regarding IELTS/English ability and points you can claim for that.
I read that IELTS isn't required for ACS skills assessment, pero ang pinagtataka ko lang ay: can you claim points for English kung English instruction certificate from your university ang ibibigay mo for assessment?
Kasi sa ngayon, if I follow the point system, I will need to take IELTS para makakuha ng points in order to get a passing mark kasi pag di ako nag-IELTS, di ako papasa. Kung ganun, parang required na rin ang IELTS, hindi ba?
Can anyone shed some light on this? Would appreciate it. Thanks!

Tatanong lang po...nag ffill-up na sana kami ng information to lodge and pay for visa BUT got stuck with this one question para sa dependent applicant...
<"Does the applicant have at least functional English language ability?" </b>yes/no
I'm tempted to say "yes" pero eto na pala ang bagong exemption list:
Functional English
- The applicant must be able to communicate in English with the Australian state or territory government or an employer without the use of an interpreter.
- The applicant must be able to provide evidence of one of the following to prove they have functional English:
An International English Language Testing System (IELTS) test result with an average band score of at least 4.5 for the four test components (speaking, reading, listening and writing). The test must have been completed within 12 months of visa application lodgement or can be completed during visa application processing.
A positive assessment by an Adult Migrant English Program service provider in Australia that the applicant has functional English.
Completed all years of primary education and at least three (3) years of secondary education in an institution in or outside Australia and all instructions were in English.
Completed at least five (5) years of secondary education in an institution in or outside of Australia and all instructions were in English.
Completed at least one (1) year of full-time study or equivalent part-time study towards a degree, a higher degree, a diploma or an associate diploma in an institution in Australia and all instructions were in English.
Completed a degree, a higher degree, a diploma or a trade certificate that required at least two (2) years of full-time study or training in an institution in or outside of Australia and all instructions were in English.
The functional level of the Australian Assessment of Communicative English Skills (ACCESS) test certified by the relevant testing body. The test must have been completed within 12 months of visa application lodgement or can be completed during visa application processing.
I'm the dependent of my husband and ang meron lang ako ngayon is certificate from my university stating that "English is generally used as a medium of instruction" (i guess yan lang ini-issue ng up na cert of english )
So basically, hindi nakalagay na "all instructions were in English" kundi "English is generally used"...patay. So ano po ba ang dapat isagot sa question for proof of functional english, YES or NO?
Tapos, pwede kaya na i-yes ko muna tapos mag IELTS nalang ako pag hiningi ni CO or di tanggapin ung certificate of english ko? hihihi medyo mahal kasi ang ielts though alam ko naman etong mga exenses na to may patutunguhan (hopefully) --- pero kung pwede sana di na mag ielts, makatipid ng konti...
