Tourist visa requirement- dummy plane ticket??

My moms tourist visa just got approved. These are the documents she submitted
1. Certified copy of bio page of passport
2. Photocopy of other visas and immigration stamps
3. Photocopy of birth certificate
4. Photocopy of bank book
5. Photocopy of my hubby's payslip from Australia
6. Origibal bank certificate of my mom's bank account
7. Subclass 600 application form

So the only original document sent was the bank certification. All the rest including the NSO birth certificate were only photocopies and there were no problems. She was not asked to submit NSO birt cert. Her visa got approved.

sa tourist visa yes you can call them

usually pag mag appky ka bibigyan ka ng number to call for inquiries

Well..The fact is "Yes" You need Bookings for Flight and Hotel as per the Visa application requirement .However there is no need to pay the whole price for the ticket and for hotel bookings. here are some sample templates which I had used to book my Schengen visa.

This could be:

hotel booking confirmation (usually email) travel booking
confirmation (can be email or copy of tickets) travel agent
confirmation of both accommodation details with a supporting letter from the occupant confirming that you are able to stay there
Ask your travel agent to provide an itinerary, including flight details (and confirmation numbers if they have them - these are generated before the ticket is paid for) and use that as proof of your flights. Although many may not provide you this . I have used the below service a few times and it worked wonderful.
