Hello, are you referring to Tourist Visa 600? you can apply online if you are in Singapore. Your relatives in the Philippines can comply the documents for you if necessary. All documents need not be 'notarised' (if that's what you meant) as long as they are the original copies.

Hindi ko naexperience to pero ang thoughts ko dito, since online naman ang application for any Australian visa, pwede ka pa notarise ng docs sa pinas (if yun nga ang gusto mo, kasi gaya ng sabi ni dee089, di naman need talaga), then pascan mo then send sayo via email. Pero to avoid inconvenience in your part, di mo need ipanotarise docs mo basta yung na scan ay yung original at coloured. You may refer sa home affairs website for more info.
