189 is for PR visa. Para makapagapply sa visa na to, you should have enough points to be invited by DoHA.
Kaylangan mo magpaassess sa asssessing authority mo para sa assessment, need mo magtake ng english exam (IELTS/PTE) then calculate mo yung points mo. Once you have enough points, then you may submit EOI in skillselect. tapos hintay ka mainvite bago ka makapag lodge ng visa. Goodluck po
