Unfortunately this news only specifies that the Australian border is open for those who already have a valid visa, and is unrelated to the PR/migration process. I believe Australian migration is still targeted towards those who are already onshore and has an occupation within the priority sectors, at least for this FY.

You're probably right. I can't see the difference between them (with visa) and us (about to get a visa). We're both exposed to people with covid outside Australia. I don't see the use of opening the borders to people with visa only. The goal is let more productive people in the country for economic recovery. If they still only invite people onshore, why open the border to skilled migrants?

As I have mentioned, those who are now allowed into the country are those who are stranded overseas or new migrants who have been issued visas already prior to border closure (maybe even those granted visas during the pandemic). The issue since border closure is that people can't get in even with a valid visa, so I'm assuming that's why migration programs have started focusing on onshore applicants. No one could tell how long this pandemic (and the resulting skill shortage onshore) will last, so states/territories had to adapt to what was available to them (hence prioritizing onshore applicants). Since the border is now open, I think it's only a matter of time before they restart processing offshore applications.

I can have a valid visa offshore too after I get invited, applied and get approved. I don't need to have my foot set on AU soil first to get a "valid visa".

This is not what the news said. This is what the news said:
"More than 230,000 visa holders and 133,000 students are expected to touch down in the country from Wednesday after the Federal Government confirmed the borders would be lifted after a two-week hiatus".
This means not only issued prior to border closure, not only two years ago, not only a year ago, this means everyone with valid visa.

I've read this official document from DHA regarding the migration planning level for 2022-2023: https://www.homeaffairs.gov.au/how-to-engage-us-subsite/files/planning-australias-2022-23-migration-program.pdf
It's clearly stated na yung pinaka-main topic nila for discussion is the size of the quota. If magiging totoo yung government sa plans nila as what's indicated in the news, most likely they will increase the quota and thus, more grants. For some reason, naghohope ako na bumalik sa 2018-2019 trend, na (correct me if I'm wrong) fortnightly/monthly ang invitations tapos nakakakuha din ng invites ang 70-80 pointers ng mabilis.

Ano po ba ang migration level nung 2018-2019 and 2019-2020? It seems ang plan nila for 2022-2023 is to return it to pre-COVID levels, which was around 180k. Eh yung 2021-2022 quota is 160k. So around 20k lang pala ang dagdag.

"Quota" has many "categories like Family and Skilled visas. The document you first posted says the proportion between Family and Skilled is too high this year. More migrants were issued family visas compared to skilled visas. If this proportion is switch back to the pre covid levels, meaning more skilled visas than family visas, it may be significant.

i remember for visa 189, 1000 invites are sent per month (pre-pandemic level) about 2018.
Now i see, last Oct 2021, only 200 were invited for 189.
so only 20% lang.

Oh, I definitely missed that, thank you! That's good to know actually! I'm guessing pre-COVID levels favor mostly the skilled visa types and not family ones, correct?

Opo, tapos tama po ba, yung 200 na yan, quarterly pa? Hopefully, when they talked about "bringing back to pre-COVID levels", sana pati yung invitation rounds maging monthly na din and more skilled visas will be issued.
