Has that company done visa sponsorship before? Like same na visa 400 then apply for 482 visa while you're onshore?
I looked at Home Affairs website, and it shows visa 400 to be a short-stay visa for highly specialised work, which may be suitable if you have a short-term contractual project (like 3 months or less, if it's more than that, your prospective employer has to show evidence why they need you to work for up to 6 months). There's no information about the minimum wage required for that, so you will have to do your due diligence and research what is the average pay range for the kind of job you have to do. Check out Glassdoor and Payscale as your starting points.
The marital status or family size does not usually dictate or influence the salary for a specific role. You may have to negotiate for a higher salary if you think your specialised skills/experience warrants a higher compensation, but you need to go into that interview with your own research data. There are different types of engineers in Australia and their pay ranges will vary, so you have to check which one applies to you.
Whether the salary range is "safe" or not to support a family of 3 will highly depend on your lifestyle and location. Sydney is a very expensive city to live in, so the rent is considerably high if you will live close to CBD. Kung hindi accessible by public transport yung company, you may have to consider getting a car (so additional expense yung car lease, petrol, car insurance, etc.). If your wife wants to work full-time, they you may have to spend money on childcare too (which is not cheap). There are also other factors to consider, like paying for health insurance (which can be quite expensive kung family), shopping and travel, and so on. My advice is to first set out a budget for all the expenses (which you can research din naman), and see how much you need to have to pay for those monthly expenses. You'll also have to factor in the personal income tax.

This is true. your employer will not give you an add-in pay just because you are a family man.
