Being a registered and licensed architect in the PH is not required to get a positive assessment. AACA assesses only the completed educational qualification, even though it specifies in the website that you can include proof of registration from home country with your documents for assessment. If you have only completed a bachelor degree in Architecture, it'll likely be assessed to be equivalent only to a bachelor degree in Australia (a master's degree is the required minimum to register as an architect in Australia).
