Getting Singapore COC for Partner Visa and Health Check

Hi Everyone, I have so many questions about this visa and i was hoping na may makakatulong po sa akin dito. Magaapply po sana kami ng de facto visa ng partner ko by end of September. Sa Pinas kami magaapply. I think ok na kami sa halos lahat ng requirements pero may mga ilang questions kami about sa ibang requirements ko, Please help.

1. I worked in Singapore for 2 years. So according sa Partner Migration booklet "You should obtain a police check for each country in which you or your dependants have resided during the last 10 years where the period of residence was 12 months or longer (in total);". So nung nag research ako about sa pagkuha ng COC sa Singapore, ito nakuha ko :

"The Singapore Police Force (SPF) no longer issues the Certificate of Clearance (COC) to non-Singapore citizens. However, if a COC is still required by a non-Singapore citizen, he/she may wish to submit an appeal to SPF. An official letter from the Australian agency which requires the COC. This letter should bear the applicant’s name and a file reference number. "

So my question is alam kaya ng Australian immigration office about this notice from Singapore? If so and kailangan ko talaga kumuha, pwede ba ako humingi ng legal letter na yun from immigration office in advance para malakad ko na to agad?

2. About po sa health check, hindi po ba ako pwede magpamedical agad para isasabay na lang sa pagpasa ng application namin or hihintayin ko pa kung irerequire nila ako na magpamedical kasi may nabasa ako na may ibbgay sila health check number, something like that?
