HR Manager to Victoria (Pathways)

Hi.
Just need some help po for my Sister in Law.
HR Manager ang line of work nya dyan sa Pinas.
And her family wants to migrate her in Au.
She has been working for 12 Years as an HR manager sa Pinas.

Ang problema namin is di namin sure kng ano ang right way for her to proceed.
As per Immigration website - HR Manager is not on the Critical skills list
As per Victoria - HR Manager is on the list for Skilled Sponsored Visa.

Medyo matagal na ako dito sa Au (about 5 years) so binabasa ko ang recent Migration Process, medyo iba na pala.
So nalilito kami sa ngyan..

Ang question namin ano po kaya ang chances nya to get approved kng ang Aaplayan nya is via Skilled Sponsored (State Sponsored).
Pwede po ba sya mag apply even if Wala sa immigration critical list ang HR manager pero nasa Victoria for state sponsorship?
Ano po kaya ang chances nya to get approved.

Wala pa kaming migration agent, gusto ko muna magtanong dito sa community kng ano sa tngin nyo po ang chances?
