Are UP graduates exempted for taking IELTS?

Can somebody please tell me by your experience if UP graduates are really exempted from IELTS? By my experience many years ago in a recruitment company where I worked, we had applicants who were exempted provided they will have to submit a "Certificate of English as a medium of Instruction" from the school.
How true is this nowadays?

    I think no. Even for subclass 476 you still need to take an English exam as per dibp's website:

    English language ability
    The results of a specified English language test (IELTS, Occupational English Test (OET), TOEFL iBT, o​r Pearson Test of English Academic) that you took less than three years before lodging your application. You can also provide the results of a Cambridge English: Advanced (CAE) test, but the test must have been undertaken on or after 1 January 2015 and before lodging your application.
    You do not need to provide documents to show your English language proficiency if you are a citizen of the United Kingdom, Canada, New Zealand, the United States or the Republic of Ireland and you have a valid passport from one of those countries.

    @se2m is correct, The Cert of English as Medium of Instruction is recognized as proof of functional English capability only if you are not the primary applicant.

    hi @Krizzys2014, for which type of visa po? I'm a UP graduate, when i applied visa456 about 4yrs ago, i didn't take ielts but for visa189 i'm applying now, i took ielts.:)

    Hi, I'm a UP graduate as well. I didn't attempt to ask for a Certificate of English as Medium of Instruction because a lot of my classes were done in Filipino, really.

    You might want to read this as well:


    Medium of Instruction

    English is generally used as the medium of instruction in the University.

    The UP Language Policy provides for the development and use of the Filipino language while maintaining English as a global lingua franca. The Policy states that Filipino shall be the medium of instruction in the University at the undergraduate level, within a reasonable time frame or transition period. Graduate courses of study shall be in English, though there could very well be graduate courses of study in which the medium of instruction is Filipino.
