I really wish there was more I could do for you, but once the application has been lodged, it really is in their hands. I am very surprised that the Embassy is doing this, it is not usually the case (but it is certainly happening with the embassy in the Philippines at the moment).
Kaya ang hirap di naman natin pwede sisihin agent kasi ginawa lang nila work nila pero nakakapagod talaga mag intay... akala ko mas matagal sa relationship mas madali magrant visa.. turning 12yrs na kami ni husband ko this year in our relationship, 1 year palang kami kasal.

If anyone knows about same-sex application for 309 Visa. Please give me some advice on what to do or agency you can recommend? I am from Cebu City, btw.
I met my partner through online and made it official with her last Oct. 2016. We are in a constant communication until now, every night. She decided to come home last Sept. 2017 and I spent more than 2 weeks with her and her family. That is the only physical evidence we have in our case. Right now, she is also waiting for her citizenship oath-taking ceremony to be scheduled, hopefully soon.
Now, we are in constant struggle as to what to do or where to go to finally take a step to be together.
It would be helpful if you guys share your ideas on this.
Thank you.

We are not married. Maybe in the distant future. She and I just wanted to be together for maybe a certain time to get to know each other more. And probably will take that big leap if it goes well because we started this with a long-distance relationship.
That has been our problem. We don't really know what our best option would be. I've read the Partner Migration Booklet and it was stated there about 309 Visa (provisional). Should we opt for 309 defacto? or what should we do?
Thanks a lot.

@pahak parang anghirap yang sa iyo kasi parang wala pang very short ang ang times na magkasama kayo... but may mga cases yata dito sa thread na ok naman, but you really have to prove na totoo ang relationship nyo. If you have friends sa Australia na makapagpatunay na ang relationship nyo ay totoo, get them to do a statutory declaration.
