you pretty much already answered your question. I hope you're not seriously considering na "hanapan" ng partner ang kapatid mo para lang makapunta rito because that can get messy.
It's either you let him find a job in Manila para naman makakuha ng work experience and help him get into careers na potentially nasa listahan by the time na mgdecide siyang mag apply ng PR mas malaki chances niya. Yes this can take a long time that this approach is for the long term.
Other option is for you to sponsor his studies here and apply for a student visa. do take note the working limitations for student visa holders and tinatrack ang attendance nila sa school.

Thanks for ur response! Hindi q nman sya plan na gawing tga alaga full-time as I want him to have a life of his own as well. Whichever come first, if Im able to save up enough money for his studies before I get pregnant (more probably next year) I would encourage him to apply for a student visa but if I get pregnant sooner, I would just invite him as a tourist just to help me for a couple of months then I'll just invite him back as a student after a year.
Im being optimistic regarding with the "partner" as I started here with a partner visa.. I met my husband thru common friend back home, we fell in love and got married 3 years ago ..I know what u mean by "hanapan" because daming cases ng ganyan dto and some of them are in a f*d up situation because of that and I dont want that to happen to my brother thats why Im asking around.
I'm a bit familiar with student visa but I still haven't got the chance to dissect everything about that visa.

Hi! Thansk for ur response! He's a criminology graduate,22 years old and just finished school..no professional work experience yet..im thinking of applying for a student visa for him but im not quite sure if may course dto na in-line sa criminology nya na i-aaccept sya kasi bka isa sa requirement eh PR muna dto..i haven't dissect everything parin kasi regarding sa mga criminology courses dto..I did some reading pero not sure kasi if bka may nammiss aq na info or visa na pede sa knya other than tourist, student and partner..hndi rin kasi pde ang dependent,carer and remaining relative as these visas are not applicable to us..I already know (maybe) the answer but I just want to hear the answers from others as well who might have a deeper knowledge about this kind of visas or situation.
