Kung genuine naman yung relationship niyo i don't see any reason para ideny ang application mo. Basta ifollow mo lang yung document checklist para sa pag lodge mo kse yun yung pagprprepare ka ng supporting documents para sa relationship niyo. Try mong idownload ang partner migration booklet makakatulong yun sayo sa pagprepare ng application mo.

Since to be eligible for Au citizenship, u must meet ung residency requirements. Sabi sa website ng DIAC " you must must not have been absent from Australia for more than one year in total, in the 4 year period, including no more than 90 days in the year before applying" at have been living in Australia on a valid Australian visa for four years immediately before applying which must include the last 12 months as a permanent resident.
But kung d k nman nagmamadali to apply for citizenship and if lalagpas ng 12 mos ung processing ng patner application nya, I think should be OK na antayin mo ung approval ng husband mo while still in Phils. Or you can try to bring him to Au as tourist then onshore n lang kau mag apply medyo mabilis ung processing pero pwede lang to as long as wala syang "8503 no further stay condition" sa tourist visa, pero kung mabgyan sya neto no choice but to apply sa Pinas.
Pero to make sure kung pwede mo sya sponsor while u r still in Phils, maybe try to consult ung Aus embassy dyan sa Manila
