regarding your concern, check mo both sides kung saan mo tingin mas madali pagpa-assess and from there you can start gathering info. wala namang problema kahit hindi ka masponsor-an since medyo mabilis na din ngaun ang Visa 189.

Job Title:Digital Design Engineer (Chip Design - Electronics).
My programming is just a part of gained experience coming from this role, I have considerable experience with systems engineering/programming/software automation.
My Idea is to get certified by ACS since ICT demand is more compared to Electronics Engineering (No shortage and low Semicon count in Australia). I got a RHCSA (Redhat Certified System Administrator) certificate two months ago but I don't know if that helps.

if you pursue ACS assessment, makakatulong din ung mga certificate na yan. i have submitted mine as well. it's a good thing din considered na ICT course and ECE. hehehe. goodluck sa application mo. dami ko kakilala sa semicon baka may common friend tau nyan.

In ACS requirements and mentioned skills: Its about Microsoft/oracle/java/network roles and relevant skills. I cant figure out where I could fall under. My role I would say is Software Integration (''Which I dont see in that doc").
No much info how they assess linux/opensource users. Scares me...
What kind of documentary evidence would they be looking for? Pano ko kaya ma-justify na competent din ako on these IT roles despite my job title?
