    It would be cheaper for your mum to do a practice test with a professional driving instructor rather than keep trying to pass the VORT by herself. They will give her tips on how to pass the test and ensure she has the skills too. Keep in mind that some unscrupulous instructors may suggest she take multiple lessons which she probably wouldn't need. She just needs to tell them she wants help to pass the VORT. Cost could be $65- $90 per hour @redsin87
