You mean wala pang invite at all? You won't be able to apply for any GSM visas through ImmiAccount without an invitation, so no, as you will not be able to access the "My Health Declaration" form for 189 to generate HAP ID from within ImmiAccount.

This and also, even if it were possible (as previously suggested sa thread), it wouldn't be efficient at all; medicals expire in 12 months and the skills assessment stage is only the first step. Better to focus on increasing your points muna to make your EOI more viable.
