Three new lanes for migration: (Skilled Migration)

The first — a 'light touch' tier — will be a streamlined lane for high-earning workers. It'll be designed for fast turnarounds on highly-skilled worker visas, in a bid to end long wait times hampering Australia's efforts to fill skills shortages.

"[It] is a pathway which is fast and simple for the specialised highly-skilled workers we need to drive innovation in our economy. It helps build jobs for the future," Ms O'Neil said.

The second - a mainstream skilled pathway - will focus on middle-income earners, which is where the new salary threshold could be most keenly felt.

"[It] would focus on proper assessment of labour shortages, rather than the current outdated approaches everyone agrees are not working," Ms O'Neil said.

The third - for essential industries - will revamp Australia's intake of low-earning migrants, which could have big implications for under-pressure sectors such as aged care.

"One of the reasons there is so much exploitation in Australia is because we have allowed low-wage migration programs to operate in the shadows," Ms O'Neil said.

It's not clear exactly when the new system will be in place, but the government insists it's working as quickly as possible to implement it.

    By EOY daw ang intended date of effect nung new pathways to PR (for onshore yata):

    "All skilled temporary workers will be given the opportunity to apply for permanent residency. Ms O'Neil said the move, which will come into effect by the end of the year, would make applications for permanency more competitive. "[But] it does not mean more people," she stressed. "It simply means a group of temporary workers who have been denied even the opportunity to apply for permanent residency will be able to do so." Temporary migration has doubled since 2007, with 2.1 million temporary migrants currently in Australia."

    Exactly what I am getting too, walang mention specific to the GSM pathway or kasama na yun sa 3 lanes na yan (correct me if I'm wrong). Though, mahirap rin kasi capture and interpret yung mga sinabi dun sa announcement. Puro plans pa lang, wala pang implementing rules.

    I'm also curious how this will play out generally.

    So far sir ang clear is they will change the point system na, they will change na they will categorized sa tatlong lanes of migration na yan for skilled.

    On the other visa like student visa po, yung english take nila is kailangan na po same level ng skilled migrants ang grade. This is to avoid daw po ang temporary visa at mas makuka cla ng student na highly skilled at may pathway sa PR.

    Hope they change it for the better. Last change na ginawa nila is back in 2019 nung tinaasan ang eligibility for GSM from 60 to 65, while also introducing the 10 pts for single applicants. Kinda pessimistic ako na these changes will make things easier lol

    Page 72: Their report on the proposed visa points test recalibration. Outlined din sa section na "Reform directions – points test for Skilled Independent migration" yung mga points for (re)consideration. Looks like they're looking at Canada's more granular points system.

    Page 79: "Skilled occupation lists are out of date and unresponsive to changes in the labour market":

    "The Panel also observes that as workplaces change and the economy becomes more dynamic, and as workers have multiple roles and occupations over their careers, generic skills such as reasoning capability and communication, along with the ability to transfer skills across occupations, will be more relevant to longer term labour market success than current labour shortages. The current approach fails to recognise that skills are often transferable between related occupations or job clusters, rather than being confined to narrowly defined occupations." !!!!

    I was reading the full report as well. Tingin ko matagal pa bago nila yan ma-implement. Also, I just don't understand where they are coming from when O'Neil said "the current points system awards the persistent and not the skilled". E, sobrang stringent nga nung point system ngayon dahil sa mga assessing bodies.

    Nadadamay lang tuloy yung part ng sistema na hindi "broken" e. LOL

    E kung nag focus na lang sila sa pagbibigay ng pathway for PR dun sa mga tumulong sa AU na mag stay afloat during the pandemic na karamihan temporary visa holders (tulad ng ginawa ng NZ), and then continue with status quo of the GSM pathway which is not broken. Nag sayang lang sila ng resource sa migration review na yan.

    Though, agree naman ako sa part na oudated na yung Skilled Occupation List, isang focus area na dapat ayusin nga.

    Maiimplement na kaya to kagad by July?Worried ako sa mga changes kasi magfifile pa lang ako EOI, waiting pa sa skills assessment from EA. Haha. Sana makaabot pa this FY bago ung mga changes :(

    In my opinion, parang unlikely, maybe end of year? Especially yung points system reform, since parang major change ang impression ko sa iniisip nila? But 'di naman ako expert 😆

    16 Mar 2023 - SPC appeal approved. I did the payment (55sgd) the same day and booked for fingerprint schedule. First booking was 11 April. But, I did refresh for hours to get an early slot. I was very lucky i got it by 22 Mar.
    11 Mar 2023 -Visa Lodge without Singapore Police Clearance (as under appeal pa).
