@MidnightPanda12 Pag nagkataon they appear to have copied formats from other commonwealth countries and then made things very difficult for many is to their disadvantage - if job offer plays a huge difference in the points matrix - nasa employers ball ang laban na yan - i doubt they will go offshore for prospects outside their market and conduct job fairs for sought after skills na wala sa market nila.
Yun nga malaking obstacle yan for hopefuls with the current setting ng mga employers who are not keen to take offshore candidates the most.

Great insight, giving into consideration though the revamping of the employer nominated scheme (based on their previous migration changes announcement last December), then they might not copy the systems in place in other countries (NZ and CAN) since they are basically their competitors for skilled people.

I’m curious to see though how would they balance out the offshore x onshore experience, qualifications and age. Since I think they will be targeting lower age group <30s but higher experience.

In my opinion they might go highest points with the following: (just personal speculation)

    Age - 30 below
    Offshore Experience - 8 above
    Onshore Experience - 3 years
    Education - PhD
    Onshore Education - Regional
Partnered - with Superior English and Skills Assement

And they might scrap NAATI, Professional Year and Onshore education on tech voc courses and other courses taken on capital territories (this would drive studying on regional areas) except on major universities such as University of Queensland, etc.

Filos basically have been red flagged on student visa applications (after Indians), so they might strengthen their educational visa system and how you can be integrated to more permanent visas since right now SV = dead end for permanent visa pathway unless maybe you are able to land an employer nominated visa during your study.

Last year Fiscal Budget was announced on the 9th of May 2023

The Australian Government's 2023–24 budget regarding migration included ¹ ²:

    • A permanent migration program of 190,000 places, focusing on skilled migration (137,100 places) and family migration (52,500 places)
    • Allocation of 30,375 places for Skilled Independent visas
    • Reduction of planning levels for the Business Innovation and Investment Program (BIIP) to 1900 visas
    • Maintenance of 5000 places for the Global Talent Visa Program
    • An increase in government fees and charges, including a 6% to 40% rise in Visa Application Charges (VACs)
    • An increase in the Temporary Skilled Migration Income Threshold (TSMIT) from $53,900 to $70,000
    • Additional funding for visa processing, compliance, and monitoring efforts, including $75.8 million over two years for visa processing capacity and $50.0 million over four years for compliance activities
    • Extension of the Escaping Violence Payment (EVP) and Temporary Visa Holders Experiencing Violence Pilot (TVP) until January 2025, with allocated funding of $38.2 million
    • Implementation of a new delivery model for the Adult Migrant English Program (AMEP) to improve English language, employment, and settlement outcomes for migrants
    • Limitations on international student visa holders' working hours to 48 hours per fortnight from July 1, 2023 (except for those working in the aged care sector)

    POV:
At the end of June 2023 a back log of 49k lodged applications were recorded
The allocations were reduced to 70% by the start of the current FY

At the end of March 2024 a backlog of 37,028 were recorded
12.8K more visas were granted than were lodged visas this year.

If the upcoming FY allocations will be the same as this year
the estimated backlogs are at 34k by the end of June 2024

"The government is determined to halve the net migration intake from 528,000 last year to 260,000 next year, which it will need to do to take pressure off the housing market."

    Migration Program set at 185,000

Only a smally drop from 190k to 185k in the migration program for 2024/25 has been announced in the Federal Budget

    Details so far ....

The Government will set the 2024–25 permanent Migration Program planning level at 185,000 places and allocate 132,200 places (around 70 per cent) to the Skill stream. From 2025–26, the Government will extend the planning horizon for the permanent Migration Program from one year to four years. Maintaining around 70 per cent of places for the Skill stream will help address Australia’s long-term skill needs. Extending the planning horizon for the permanent Migration Program from one year to four years will enable better cross-government planning in the future.

The Government is reforming Australia’s migration system to drive greater economic prosperity and restore its integrity, implementing actions outlined in the Migration Strategy. This Budget supports skills in demand, with around 70 per cent of the permanent Migration Program allocated to skilled visa categories. The Government will also introduce a new National Innovation visa to attract exceptionally talented migrants and replace the Global Talent visa and the Business Innovation and Investment visa. These actions complement reforms being developed for the points test used for certain skilled visas.

The actions underway as part of the Migration Strategy are delivering a better managed migration system. Government actions are estimated to reduce net overseas migration by 110,000 people over the forward estimates from 1 July 2024. Net overseas migration is forecast to approximately halve from 528,000 in 2022–23 to 260,000 in 2024–25.
    Net overseas migration 528,000 (22/23) 395,000 (23/34) 260,000 (24/25) 255,000 (25/26) 235,000 (26/27) 235,000 (27/28)

    190 Program 33,000 (last year 30,400)
    491 Program 33,000 (last year 32,300)

MATES will provide a new mobility pathway for 3,000 Indian graduates and early career professionals (aged 18 to 30 years at the time of application), with knowledge and skills in targeted fields of study to live and work in Australia for up to two years. The visa will have a pre-application (ballot) charge of $25 and an application charge of $365, both of which will be indexed to the consumer price index in future years. This measure is part of the Australia-India Migration and Mobility Partnership Arrangement (MMPA).

    Copied

Australian Budget for FY 2024-25 Delivered Today

Here's a quick rundown of what you need to know from today's proposed changes.

    Overall Migration is Slowing Down:

    • Overall Net Overseas Migration to be cut down to 260,000 for 2024-25 (in comparison to 528,000 in 2022-23 and 395,000 in 2023-24) meaning coming years will be really tough and hard for student visas.

    • Net overseas migration is getting cut significantly, meaning fewer visa spots overall. This might make student visas stricter.

Skilled Migration Has a Brighter Outlook:

    • The number of skilled migration spots is staying relatively stable. Permanent migration set to 185,000 for 2024-2025 slightly lower than 190,000 in 2023-24. Skilled migration planned at 132,200 (as compared to 137,100 in 2023-24). with considerably reduced backlog, overall picture for skilled migration will be much better that previous FY in my opinion.

    • Almost same permanent migration and skilled migration planning levels, and overall really reduced Net Overseas Migration (NOM), will result in more strict and regulated student visas. Which might result in more tougher circumstances for.

    MATES for Indian Mates:

    • A new migration program termed as Mates wils be introduced for indian early career graduates enabling them to live and work in Australia for 2 years with nominal VAC though balloting system. More details to come. Longer Visitor Visa spans for Indian nationals under Migration Mobility Partnership Agreement (MMPA). Good news

Funding to DHA for Migration Reforms:

    • $8.3 million allocation to DOH for migration reforms in 2024-25 as compared to $8.5 million in 2023-24 which means overall system will improve resulting in comparatively better and smooth processing times. (Who knows ;) )

    Multi Year Migration Planning:

    • As proposed in December 2023 policy guidelines, government seems like shifting focus from Year-to-Year planning strategy to multi year migration plannings to streamline migration system.

    Some Changes to Visas:

    • Global Talent Visa (SC 858) will be replaced with National Innovation Visa to fast-pace growth in nationally critical sectors.

    • BIIP (Business Innovation and Investment Program) will cease from Sep 2024, with VAC refunds to applicants willing willing to withdraw their SC 188 application. More updates yet to come

    • Work experience requirements for 482 TSS proposed to be reduced to 1 year from current requirement of 2 years w.e.f. 23 Nov 2024.

My take: The coming year looks slightly better for skilled migrants (including general skilled migration and employer sponsored streams) , but student visas might be tougher. If you're aiming to study and settle in Australia, make sure you have a clear plan. Time to set your long term goals!

Let's hope for a good year ahead. Good luck to all those who are on this road. See you in Australia

Using the figures mentioned if 185k ang total visa allocations, and 70% ang skilled.

    State and Regional Nominated: 66,000
    Overall for Skilled (70%): 129,500

Then, Skilled Independent could be max at 63,500 places

It’s great that they are focusing on cracking unusual and unsure immigration pathways (student and perpetually temporary migrants) since these are the ones fueling the increase in housing crisis and gives a lot of countries (including PH) a bad rep in immigration processes. Not that I hate the students pathway, but this is a very risky way of doing things. I know that there are people desperate enough to try this way, but being stucked in a perpetual temporary status is a really bad way to attack immigrating in a new country. I hope the people wanting to migrate will do their due process and research enough and avoid these “school agents” that ultimately do not have concerns whether or not your chosen course has any chance of being invited into permanent resident status visas.

Not to mention Employer Sponsored visas which are included in the permanent intake as they have not announced quotas for BIIP -SC188 (which is ceasing starting Sept 2024) ,while Global Talent Visa which is to be replaced by National Innovation visa . 189 could be the same as last year or lesser or more 👍

Just wanted to call out the notion that the international students "are the ones fueling the increase in housing crisis".

The housing crisis has been there even before the COVID pandemic happened. And during the pandemic, when the net movement was at a negative rate, no migrants including the students are able to enter Australia, yet the housing crisis is worse than ever.

So, let's not be hasty in generalising this point. The housing crisis is caused by multitude of factors. :)

Overall, I agree with the message that, every individual wishing or hoping to migrate must do their due dilligence in researching the best way to do it in relation to their circumstance as well. Iba iba rin naman kasi sitwasyon at disposisyon ng mga tao. Let us not discount that and avoid easily falling into the trap of speaking from our high horses. :)
